Hope nobody minds this interruption to the "Open File" controversy.

ROTNAME is short for Rotate Name, e.g. "Last,First,Prefix" becomes "First 
Prefix Last". There is a procedure called Proper in - wait for it! - PROPER.SQC 
but it doesn't handle von Richtofen, O'Toole, Duncan-Smith etc, and you 
wouldn't want to improperly capitalise the name of the Leader of the Opposition 
in 
the UK. Surely?
