[sqr-users] How To: Learn SQR

How do I learn, run, test SQRs at home?

Having taken some vendor classes I now seek suggestions on how to
learn SQR on my own since all I have is a PC at home.  

I'm aware of books and have course materials. Is there a tool or 
package (affordable?) in which I can begin to code and test my SQRs?

There are some many resources available except my ability to try
them whether using sequential files (flat) or somehow connecting to
a data base. My environment (until next employment) is a home PC.
