[sqr-users] dopey error

OK, the bizarre error turned out to be more of a dopey error,
combined with vague (from the portal interface) or inaccurate 
(from the portal API) error messages.

The few SQR programs that were not working were returning 
no data, a condition I had neglected to check for.  Duh!

So if you ever get a "failed to run" message from the
portal interface, or a message about SPF security from 
a piece of java/API code, check for that condition.
