The tools you use for data loading are strictly a decision of
technical business policy. There is no encryption in PeopleSoft tables
that would require you to use any specific tool. 

Size considerations (200 records vs 2 million), purpose (initial data
conversion, ongoing interfaces etc), data sources and available
expertise on the tools that might be used are all considerations.

SQR, DTS, Data Mover, PS Import Manager (8.1x tools and prior),
Application Engine, Component Interface all have there values in
getting data into the system.

One big consideration is the volume of data.  Massive amounts of data
to be loaded in one run may be best loaded using the database platform
tools where the journalling can be turned off.
