sqr is best for data loads when they will be periodic loads performed by a
user.

Of course it is not carved in stone that you use SQR to load data into
PeopleSoft tables.
The reason it is used so often is because it is a proven tool which allows a
great database transaction control.
The disadvantage of all tools mentioned is that no dependancies in the
database are checked or updated by these tools unless programmed in the
dataloader tool. Since SQR proved itself so many times there are loads of
programms out there that other people made and used that do have these
dependancy logic in it already. Using a tool which hasn't got that basically
means doing a whole lot of work again.
