You may consider SqrPlus Workbench. It lets sqr developer run their sqr's

The only real "secure" way to deal with this issue is to set up a
non-sysadm account with grants and synonyms that the developers could
run their SQR's through, or to use some kind of front end execution
program that has the password hidden in it.  If you are using
PeopleSoft, Process Scheduler does this for you.

The reality is that if an SQR is to run using the system password,
then the developer of the SQR pretty much has all the power of the
account anyway so its a rather futile effort.
