In that version, the main place to set them is on the command line
properties for the icon.  Right click on the icon and select
Properties. add the flags you need there.

If memory serves, you may also be able to set an SQRFLAGS= enviornment
variable but I do not recall if that worked for running from SQRW or
only the DOS SQR command.

NOTE:  The -zif command and use of an .ini file begins with version
4.0.
