Cataloging files with SQR

Good morning all,
We are in the process of testing our upgrade to PeopleSoft 8.3 HRMS.
We are a DB2 OS/MVS shop. We have some SQR's that we run in batch mode
outside of process scheduler, using OS390 JCL. Under version 7.5 we were
able to catalog QSAM files in the job steps that execute SQR's. Now, under
8.3, we are getting a S0C4 protection exception error when we attempt to
catalog a file in an OS/JCL job step that executes an SQR. We can get
around this by pre-allocating the file and running with DISP=SHR, but we
would rather not make all of these JCL changes if we don't have to. Can
anyone tell me the cause of this problem and if there is a way to correct
it without extensive JCL changes?
