First you have to SORT your file according to your report sequence then
have each sort sequence assign a level number for ON-BREAK function.

ex...

     SORT Sequence                  On-Break level

        STATE                            1
        REGION                           2
        DISTRICT                         3
        OFFICER                          4
        OFFENDER                         5


There are more information about On-Break function in the SQR manual.
