Cannot run sqr's or COBOL SQL's on client

On our campus we have a handful of Win NT boxes that cannot run sqr's or
COBOL SQL's in client-mode. They can run on server without problems, but on
the client they get the following error in the log file:
(SQR 5528) ORACLE ORLON error -12154 in cursor 0
ORA-12154: TNS:COULD NOT RESOLVE SERVICE NAME
(SQR 4701) Cannot logon to database
Everyone is using the same TNSnames.ORA file.
Using:
sqr 4.3.4
PeopleSoft Financials 7.5
Oracle 8i
