Using max effdt as suggested earlier by some of our gurus, will
enable you to extract the information that you would need. However,
effdt alone will not solved your problem. You will have to use ACTION
or ACTION/REASON combination to get the previous record. What you really
want to accomplished is to extract the last pay increase(with
an action of PAY). This record should have an effdt less than the most
current record. Another aspect to consider is how do you define those
that were terminated then rehired with different pay scale?

I believe you may have to look at your company policy regarding those who
have been REHIRED. If I had to do it, I would looked at history and that
depends on the company policy.
