Special Characters in SQR 8.16

Hello.

In SQR 8.16, i am not able to use the code:

 write #File from
        $Code:1
        'MAX:  MIN OF B&N AND #20':24

Instead, if I use:
 write #File from
        $Code:1
        'MAX'':''  MIN OF B&N AND #20':24
i.e. enclosing character : within '' it works!

Anyone know what's going on? Why :? Why not #?
