Welcome to Y2K and your only two years late.  He, he, he.
Look at your flat file value, the result in your database is exactly the
value you inserted.  That's why it happened, now how to correct it.  What
you need to do is convert the date format something the database will
interpret correctly.

It would help to know what database you are inserting into?

I have this program where I have it look at a flatfile (dept_line.csv) and
insert those values into a table. The date in my table was 1-JUL-01 but
when
I query the data that was just loaded it has as the date - 7/1/0001. I want
it to be 2001. Any ideas why this may have happened?
