PeopleSoft v8 corrupt spf file

We are experiencing a strange issue in that, when we run an SQR it gets
deposited to the correct location (in this case our 'web repository') and is
able to be opened at this location & viewed fine.  The problem is that users
will not view the reports immediately from the web repository.  We are using
a web-based application (PeopleSoft 8) which allows the user to click on a
hyperlink which prompts users to either "open or save to disk" - we've all
seen it.  When they do this (either option) the spf file is somehow
corrupted.  (the size is reduced & when you get to a certain page # you
receive an 'invalid seek on page xx')

So:
We can - open the .SPF file at the web repository fine.  Copy it to the
desktop fine.  We can also open it via the IE browser on the web repository
& copy it down fine.  BUT - if we save the file using the hyperlink, the
file is trimmed from 100K to 75K, and we receive an "invalid seek on page
13" - which I believe is where the 75K ends.  What happens when the user
clicks on the hyperlink??
