string manipulation

Group,

I have strings of varying length. They take the form of,

1,2W2,3W3,5W2
1,3W1,3W2,3W3,5W1
2W2,3W3

I need them in the form of,

'1','2W2','3W3','5W2'
'1','3W1','3W2','3W3','5W1'
'2W2','3W3'

I'm trying to avoid writing a while end-while loop and TRANSLATE seems
to be unable to exchange a , for ',' . I'll write a while loop if I
have to and use INSTR and SUBSTR, but I was wondering if anyone has had
to do something similar and come up with a clever solution.
