Problems with top-margin

All,

I'm using this parameter for my report

DECLARE-LAYOUT default
  !PAPER-SIZE=(13,12)
  PAPER-SIZE=(13,12)
  FORMFEED=NO
  TOP-MARGIN=0
  BOTTOM-MARGIN=0
END-DECLARE
END-SETUP

I'm also using skiplines to put 2 lines for each 22 lines printed ( so far so
good),  but  when occur a page break
the program it's not obeying  the manual control to print  2 blank lines. note
that I,m using top-margin=0.
how to fix it?
look the below report that should print 2 blank lines after 22 printed lines.
