set the [mail] parameter in win.ini mapi32 =1 instead of vms

Please excuse me if I am referring to different group.
I am trying to generate email through peoplecode but I am getting the error
= MAPI_E_LOGIN_FAILURE
We are on Informix database and have SMTP mail.
