Graphic boxes, page breaks, next-listing

I am using SQR version 4 on Unix.

I inherited a bar-coded pick list with headings and
footings which are graphics boxes.  I have several
problems:

1.  The detail items I'm printing can range from 4
lines to 19--this makes next-listing not work well.
My program errors out if the next-listing is too
short.

I have tried letting the page break wherever it wants
by not using next-listing, but then the overflow from
the detail item is being printed over by the first
lines of the next page.   I guess the first-line of
the second page is "anchored" to its position.

Can I force SQR to just place the text between the
headings and footings without a specific position for
the top of the body on each page?

Any suggestions would be very welcome.
