another few things that u can check
1. on the exe file shortcut on desktop , put c:\orant\bin in the target
2. put the c:\orant\bin path in ur autoexec path.
3. in ur registry , under ORACLE key ,  make sure u have an entry for
TNS_ADMIN and make sure this string points to the directory of ur
tnsnames.ora file.

Ok, I checked and the TNSNAMES.ORA file is present and has the same
size,date,time stamp as the one on a working PC.  Just in case, I copied it
over to the PC with the problem.  It still gives the same error.
