This is just a thought...the local PC Windows Registry.  I am not sure where to 
look but if you are familiar with it, you'll want to compare any Oracle values 
between the 2 PCs.

Ok, I checked and the TNSNAMES.ORA file is present and has the same
size,date,time stamp as the one on a working PC.  Just in case, I copied it
over to the PC with the problem.  It still gives the same error.
