Under advise from one of the list members here, I used following code to
force the paper be picked from lower bin of the printers (all HP) which
ALWAYS contained legal paper. Something similar might work for you...

  ! following 3 lines will force paper to be selected from
  ! lower bin i.e. legal paper .....
  print-direct 'statusdict begin'
  print-direct '1 setpapertray '
  print-direct 'end'

BTW this was a PS mode report.
