Calling a dll(c-program) from peoplesoft

Hi friends , this is sonia from Chennai(india).
I am using peoplesoft7.5 on windowsNT.
I am convenient calling another peoplecode function
from any other peoplecode event.
However, when i try to call an external "c" dll
from peoplecode , iam getting the following error.
"the specified external function was not found in the
dll as defined in the peoplecode program".
Explanation:
"make sure the dll is in the windows PATH. verify that
the routine is properly linked. Review the program for
errors. If necessary, run a peoplecode trace to
determine the program that failed"
I have used Declare function <func_name> Library
"testing.dll" (integer ref as number) returns integer;
in the appropriate peoplecode event.
can anyone help me?
I have included the path where i have the dll file in
my system PATH(windows-control
panel-system-environment)
I learnt that if I have peoplesoft on Unix we have to
use an interface function to compile the dll and then
call it.
Can somebody throw light on that too, since i intend
to call from peoplesoft on UNIX also in the next try.
