Reports Not Producing Output

For several months we have been experiencing an unusual problem which is now
beginning to occur on a more frequent basis.
When we execute an SQR program it will frequently return all zeros when it
should be returning positive numbers, or if it is a text output it will
return no data at all.  We can re-run the report immediately and it will
pull often produce the proper output.  Sometimes it is necessary to re-run
the report again and again for up to an hour before it will pull the data.
This is happening on a wide variety of our reports.  We have checked with
our DBA and they are unable to see any reason for the problem.  Has anyone
out there ever run into this type of problem? Any ideas where we might start
looking for the culprit?
