If any of us discovers the way around this I assume we will let the others
know.
FYI, I get the same results with the attached csv file which I find even
more disturbing. I always felt that when all else fails you could always
resort to csv.

Using Excel 97 SR-2 I get a single field with the string 00010 00010 in it.
Sounds like Microsoft changed the defaults yet again with Office 2000.
