Can't add a 'Where' clause to a truncate. Also many users will not be given
the power to truncate because it is in the same group with dropping tables
and such.

Why not try using "Truncate" instead of "delete" ?

Is there a means of do a DELETE Query without using the possibility of
Rollback ?
