I'm pretty new to this, but here's what we experience. When I move from one
environment to another, dev to prod, I sometimes get an error message
saying something like, 'TNS file not found', so I can't always log into
another database directly. In our shop it has something to do with an
accidental deletion, or improper migration of TNS file. The sysadmin hasn't
gotten to this fix yet, but you might check with your group. The solution
for us is to log off and back on. Sloppy but effective.
