Yes it is fixed length file.  I can bring in data now and see it, but if the
length is DEC(12,3) which is equal to 8 and an integer is 1, 2 or 4 then
don't I have a problem? When I look at the data with a hex editor The values
in no way represent what I read in as integers.

hi,

does your file is a fixed lenght line/record ?
if yes then it should work by using integer at the place where you have
packed fields.
Note the packed filed must be of fixed lenght.
