Amanda,

I know this is quite late, but I didn't see anyone respond.  This is caused
by a preference setting in the RportBuilder product.  Under the layout tab,
you can choose "Graphical Layout" or "Character Layout".  Choosing Graphical
causes:

CHAR-WIDTH=1
LINE-HEIGHT=1

to be added to the declare-laout section of the bein-setup paragraph.
Unfortunately you have to change this setting before the start creating a new
report and you cannot change your mind afterward.
