Change line-height on the fly

Hi All:

Does anyone know how to change line height on the fly?  I am changing point
size using Helevetica, and when I alter-printer to size 7 I'm still getting
6 lines per inch (I want 8).  If I set line-height in declare-layout, then I
have a problem when I alter printer to a larger a larger point size, i.e.,
the lines overlap.
