Don't many printers allow you to specify that a particular paper size is loaded in specific trays. Would that help?

multiple tray printers in several locations throughout the country, each printer shared by an average of a dozen users, each user having access to to more than a dozen systems, each system containing dozens of applications generating reports on various paper sizes .... letter, legal, A4 and C5.

Not to sound flippant, Greg, but I believe that is kind of what I was asking, no? Since specifying LEGAL in the paper size argument of the declare-layout command appears to have no effect, how do I go about telling the printer which tray has legal size paper?
