I know this may sound like "Is the printer plugged in?", but have you
verified that the users permissions, etc. are exactly the same?

I've seen similar problems in other systems when
rights/groups/permissions/roles are named very similarly, or with letter
case differences that are easy to miss.

And, have youu verified that access to the output is being controlled by the
permission(s) that you believe it to be?

Just a thought.
