Hmmmm.  Not sure about PeopleSoft SQR.

In regular SQR version 8.2 and up, there is a "[PDF Settings]" section for
the sqr.ini that can include....

Compatibility
    4, 5, or 6. Minimum Acrobat version required to read the PDF. Default is
5.

Might check your manuals for something similar in your PeopleSoft SQR.
