We want ReportMart to treat all of the necessary HTML files as part of
one SPFSet, rather than having to load them all individually after
generating the HTML ourselves.  

Using SPFSets is easier both at load time and in terms of managing the 
files using the Admin tool.   

(A single one of our big reports may have dozens of HTML files; it is
very convenient to have ReportMart keep track of which HTML files go
with which report.)
